· The government did not require passenger lists until 1820, so the records for pre-1820 immigrants are more sporadic, and the information on these lists varies greatly. For example, passengers that did not bring goods to barter or sale were not listed in the port books and would not be known as being on board in the logs. (source – Penn Colony: Volume I Walter Lee Sheppard Jr.)
· You may not find your ancestor on an arrival list because many lists have been lost or destroyed over the years.
· Pre-1820 lists are scattered in libraries, historical societies, and other archives throughout the nation. You may need to check with several libraries and genealogical societies before you can locate the list that you need.

passenger list for this ship. William
Penn was believed to be aboard and more of Friends were on this ship than any
other. Legend says most of the Welcome
passengers came from
Some people on board (including William Penn) are
not listed in the port book because they did not bring goods for barter or
sale. Without goods, passengers were not
listed. William Penn, John “Scarbrough”
